開放權重AI(open-weight AI)這幾天成了矽谷最熱的辯論話題。
這封題為《Open Weights and American AI Leadership》的聯署信,簽署名單涵蓋 Nvidia、Meta、Microsoft、Palantir、CrowdStrike、IBM、ServiceNow、Hugging Face、Mistral AI、Mozilla、Linux Foundation,以及創投圈的 Andreessen Horowitz 和 Y Combinator。
Anthropic

🇺🇸 Open-Weight AI Fight: Nvidia Rallies 20 Firms vs Anthropic
Open-weight AI has become Silicon Valley's hottest policy fight this week. On July 24, Nvidia CEO Jensen Huang used his very first-ever post on X to back a letter signed by 20+ companies arguing that open-weight models are core to American AI leadership. Three days later, Anthropic CEO Dario Amodei personally responded, clarifying that his company has never advocated for a ban on open-weights models, while laying out what he actually worries about. The exchange lays bare a real fault line in the AI industry between the open and closed camps.
Jensen Huang Breaks His Silence, 20 Firms Sign the Letter
The letter, titled Open Weights and American AI Leadership, was signed by Nvidia, Meta, Microsoft, Palantir, CrowdStrike, IBM, ServiceNow, Hugging Face, Mistral AI, Mozilla, the Linux Foundation, plus VC firms Andreessen Horowitz and Y Combinator. Its three main arguments:
- Open-weight models let startups, universities, and public institutions build on frontier AI without training massive models from scratch, lowering the economic barrier to entry
- Concentrating advanced AI capability inside a handful of closed models creates a single point of failure that's harder to audit or defend
- The letter draws a direct parallel to the rise of open-source software in the 1980s, arguing restrictions today would repeat the mistakes of closed software back then
Notably, neither OpenAI nor Anthropic signed the letter — the two labs whose business models depend most heavily on closed, API-subscription access.
Anthropic's Position: No Ban, But Contain China
On July 27, Amodei published an official statement: Anthropic has never advocated for a ban on open-weights models. Instead, he proposed three alternative measures he considers more effective than a blanket ban:
- Tighter export controls on advanced chips and chipmaking equipment to China, with stronger enforcement against smuggling
- Policy action against industrial-scale distillation — using a frontier model's outputs to train smaller models that replicate its capabilities
- Mandatory pre-release safety testing for any sufficiently capable model, regardless of whether its weights are open or closed
Amodei's core concern isn't openness itself — it's that an authoritarian government could use an open model more powerful than America's to secure permanent military superiority. He noted this concern is widely shared inside the US government, which lines up with reports a week before the letter that parts of the Trump administration were weighing restrictions on Chinese models.
What It Means for Developers and Small Teams
This isn't just a war of words — it's shaping real policy. If the US ends up imposing tighter export or release restrictions on open-weight AI, that directly affects any small business or developer building on open architectures like Llama or Mistral. If the letter's camp wins instead, the open-weight ecosystem — self-hosted models, fine-tuning, offline deployment — gets clearer policy protection. If your stack currently depends on this debate's outcome, the practical move right now is to avoid betting everything on either the open or closed path until the policy settles.
