arXiv(全球最大的科學論文預印本平台,電腦科學、物理、數學領域的研究者每天都在上面發表新論文)從2026年10月1日起正式實施新規定:每位投稿人每月最多只能投2篇論文,同時手上「活躍中」的投稿(審核中、尚未被接受或拒絕)最多3篇。理由很直接——AI工具讓寫論文變得太容易,arXiv投稿量在十年內從每月不到1萬篇暴增到超過4萬篇,志工審稿人力根本撐不住,9月單月就收到近9000張客訴單。

為什麼arXiv要出手限制AI論文氾濫?

根據arXiv官方部落格說明,問題不只是量多,是品質變差。愈來愈多投稿是「香腸論文」——同一份研究成果被切成好幾篇灌水,或整篇文章看不出作者到底有沒有真的檢查過內容。這次新規適用所有學科,不只是AI相關分類,而且被拒絕的投稿照樣算進每月額度,等於是逼大家投稿前先想清楚,而不是亂槍打鳥海投。

更狠的是:AI寫到忘了刪的段落,直接停權一年

其實arXiv今年5月就先出手了。電腦科學分類主編Thomas Dietterich宣布,只要論文出現「明顯沒檢查過」的AI生成痕跡——例如幻覺引用(根本不存在的論文),或忘了刪掉像「這是200字摘要,需要我調整嗎?」這種AI對話殘留文字——作者會被禁止投稿整整一年,解禁後還得先過期刊同行審查才能再上arXiv。這不是禁止用AI寫作,而是禁止「沒檢查就送出」。

正反意見:一刀切的配額公平嗎?

  • 支持方:數學家Alex Kontorovich說這等於逼大家「選出你最好的兩篇」,天文學家Catherine Hemans也認同品質該優先於數量。
  • 反對方:哈佛商學院學者Scott Kominers認為,arXiv應該「節省審核成本,而不是節省學術產出」——用配額解決審核壓力,等於把篩選論文品質的責任,丟給一個跟學術價值無關的數字門檻,對原本一個月就能扎實產出3、4篇研究的高產研究者並不公平。

對一般開發者和AI使用者來說,這件事值得關注的地方在於:這是第一個主要學術平台公開承認「AI生成內容氾濫」已經不是理論問題,而是逼得他們改規則的現實問題。如果你常靠arXiv追蹤最新AI研究,接下來幾個月可能會看到更少灌水論文,作者也會開始把內容集中成更扎實的版本——這對讀者來說其實是好事。

arXiv, the world's largest preprint server for AI, physics, math, and computer science research, started enforcing a hard cap on October 1, 2026: every submitter now gets at most 2 submissions per calendar month, with no more than 3 active submissions pending at once. The reason is blunt — AI tools made writing papers too easy, and arXiv submission volume quadrupled in a decade, from under 10,000 a month to over 40,000. Volunteer moderators couldn't keep up; September alone generated nearly 9,000 support tickets.

Why Is arXiv Cracking Down on AI-Generated Papers?

Per arXiv's official blog post, the problem isn't just volume — it's quality. More submissions are "salami papers," where a single result gets sliced into multiple thin papers, or work that clearly was never proofread by a human before submission. The new rule applies across every category, not just AI-related ones, and rejected submissions still count against the monthly quota — the point is to force authors to think before mass-submitting.

The Harsher Rule: A One-Year Ban for Unchecked AI Slop

This follows a May 2026 policy from Thomas Dietterich, chair of arXiv's CS section: papers with obvious, unreviewed AI output — like hallucinated citations to papers that don't exist, or leftover chatbot text such as "here's a 200-word summary, want me to adjust it?" — get the author banned for one full year. After that, their papers must pass peer review at a journal before arXiv accepts them again. The rule doesn't ban using AI to write; it bans submitting without checking the output.

Is a Flat Quota Fair?

  • In favor: Mathematician Alex Kontorovich called it a forcing function — "pick your best two." Astronomer Catherine Hemans agreed quality should trump quantity.
  • Against: Harvard Business School's Scott Kominers argues arXiv should "economize on moderation, not on scholarship" — a flat quota punishes genuinely prolific, careful researchers alongside the AI-slop flood, using a resource constraint as a proxy for scientific merit.

For developers and everyday AI users, the real story is that one of academia's most important platforms has openly admitted AI-generated content flooding is no longer theoretical — it's forcing policy change right now. If you follow AI research on arXiv, expect fewer throwaway papers and more authors consolidating work into fewer, denser ones in the coming months — which, as a reader, is probably a net win.
